This one can go right into the Andrew Coyne Column Auto-Generator: The Most Federalist Quebec Premier In Stephen Harper’s Lifetime declined to sign on to yet another “national” programme that has nothing to do with language or culture, etc.

Meanwhile, here’s the lede from Pat Dare’s piece on the new almost-national organ donation system:

The federal and provincial governments have agreed to spend $35 million to set up a national organ-donation system run by Canadian Blood Services.

The agreement was announced yesterday and covers all the provinces and territories except Quebec.

This is genius. I think Pat has inadvertently written the template for every future federal-provincial agreement. Indeed, this is so perfectly phrased we should just stick it right in the constitution:

The federal and provincial governments have agreed to spend [insert figure here] to set up a national [insert program here]  run by [insert agency or department here].

The agreement was announced yesterday and covers all the provinces and territories except Quebec.
