OTTAWA – Canada’s parliamentary budget officer says he’ll file court action this week over the refusal of some federal departments to hand over details on billions of dollars in planned cuts by the Harper government.

In a statement issued Sunday, Kevin Page says his office “will be filing and serving legal notice on all non-compliant” deputy ministers.

He wouldn’t provide any further details, saying “this matter will constitute the subject of a legal action” and it would be inappropriate for him to comment further.

Page has said the government has not been open and clear enough about what it intends to cut, and has threatened court action for weeks.

As of the middle of last week, only 23 per cent of federal departments and agencies had handed over the requested financial information, and another 52 per cent had said they were going to comply by last Friday.

Finance Minister Jim Flaherty, appearing on CTV’s Question Period Sunday, said Page was overstepping his authority and should be looking at money the government has already spent, rather than future plans.

“Quite frankly, it’s outside of Mr. Page’s mandate,” Flaherty told the interview program.

“He’s look at money that’s not been spent. That’s what we do when we do deficit reduction. We’re not spending that money and he wants to have a look at money that’s not being spent, rather than the manner in which money is spent, which is actually his mandate.”

Set up by the Conservatives in 2006 as part of their government accountability effort, the budget’s officer’s mandate “is to provide independent analysis to Parliament on the state of the nation’s finances, the government’s estimates and trends in the Canadian economy.”

The finance department, Environment Canada, Citizenship and Immigration, Foreign Affairs and Justice Canada are among the major departments that have refused to divulge the details of their cuts.

  1. In the first place. Harper controls, judges (he appointed two new Conservative judges). He also controls, Elections Canada, courts, police and media, that’s just for starters. Did we not hear Harper say? I am the LAW, I make the RULES. Canada is Harper’s garden of evil. Canada is now a, stinking cesspool of putrid corruption.

    Harper is the butt end joke on Parliament Hill these days. M.P’s laughed at Harper, sending his henchmen to the Ukraine to make sure, their election was democratic and fair. They said. Harper cheated to win his own election, with his robo-call election fraud. There was nothing fair about Canada’s own election. The election was dirtied and tainted. There was nothing democratic about our own election, what-so-ever.

    Harper is doing everything he can, to destroy democracy in Canada. Even another Common Wealth country wrote. How badly Harper is destroying democracy in Canada. Harper is the evil tyrant, that is selling Canada out to a Communist country.

    Harper is no different than, the other tyrant dictators of the past. Stalin, Hitler, Mussolini and Harper are all controlling dictators, with the same typo personalities. Their number one to grab control of, is the media. All of them had the criminal element, to do their dirty work for them. All of them had ranting, raving name calling Ministers. All of them, cheated to win.

      Comparing Harper to Stalin, Hitler and Mussolini? Shame on you.

      If you had any respect at all for the victims of those dictators, you wouldn’t frivolously toss their names around when comparing them to a completely sensible world leader. Instead you try to trivialize the horrors perpetrated by them to try to further your own immature and misguided views.

      Grow up, and show some respect. You may disagree with Harper, and that is your right. However he is absolutely nothing at all like the people you mentioned.

      • I have but two quibbles with your post. The words “completely” and “world”.

        Other than that, I’m fully on board.
