Among the most controversial subjects up for discussion at the Manning Networking Conference is taxing carbon as a way to cut greenhouse gas emissions. Kristyn Annis, a special advisor to the group Canadians for Clean Prosperity, argued for pricing pollution at a session on free-market solutions to environmental challenges.
