Jason Kenney’s plan for breaking through in ethnic communities

Here’s the rest of that document a Jason Kenney staffer accidentally sent to an NDP MP. (UPDATED: I’ve learned so much about Scribd tonight!)

I think it’s important not to overstate the cosmic significance of this document. It’s not a super-top-secret high-level strategy document. It’s an attempt by Kenney’s office to explain his outreach strategy to colleagues. It gives us a bit more insight into a strategy whose existence has been widely known for a long time. (I wrote about it here, and I wasn’t the first.) That it wound up in the hands of an NDP colleague is pretty funny. Ottawa will now spend a few days debating whether it’s worse than that. Anyway, here’s the memo.
