Drawing their inspiration from a young Stephen Harper, the Liberals have released their proposal for rebalancing the House of Commons without increasing the number of seats. The numbers, by province, break down as follows (with changes in parentheses).

The NDP is standing by its demand that Quebec receive 24.35% of seats in the House of Commons.

After one version last week and another last night, the official House of Commons math now adds 15 new seats for Ontario, six for British Columbia, six for Alberta and three for Quebec.
