CTV has The Colbert Report in Canada (on the main channel and The Comedy Network, which CTV owns), so last night may have been CTV’s first use of its new property.

  1. Wouldn’t it be fair use under the ‘parody’ provisions – there is nothing stopping anyone for using it in that way me thinks?

  2. As I understand it, they do have to pay to use music. (I read a thing with Colbert’s producer saying they have to note down any music they want to use in an episode and make sure they can get it.) But of course the fee for a one-time use can’t be the same as the cost of using it every week.
