The Obama administration could not get cap-and-trade legislation through the Congress before the mid-term elections. It’ll be even harder after Republicans expand their ranks on Nov. 2.

  1. Great link and lots of good ideas.

    Unfortunately, with movements like the Tea Party who simply want no government ths kind of partnership doesn't seem likely since they don't want leadership. All they want is less of it.

  2. A very thoughtful paper and one that would greatly help meet the environmental challenges that face us.

    One more group that is advocating for a price on carbon!
