No, I have no idea what the Prime Minister means by “finalizing recommendations” but at least this staves off those annoying questions from the opposition about when he plans to set up the inquiry for few more weeks:

OTTAWA – Prime Minister Stephen Harper announced today the re-appointment of Professor David Johnston, President of the University of Waterloo, as special advisor to the Prime Minister.

Professor Johnston has been asked to finalize recommendations by April 4, 2008 on the mandate for a public inquiry into allegations respecting the financial dealings between Mr. Karlheinz Schreiber and the Right Honourable Brian Mulroney. He will take into account his first report to the Prime Minister of January 9, 2008 and the recently completed hearings conducted by the House of Commons Standing Committee on Access to Information, Privacy and Ethics.

The Prime Minister has announced previously that the Government would convene a public inquiry into this matter.

Terms of reference and biographical notes are attached. Professor Johnston will be unavailable for public comment until his report is completed.

The first report of the Independent Advisor into the Allegations Respecting Financial Dealings Between Mr. Karlheinz Schreiber and the Right Honourable Brian Mulroney can be found on the PCO website: www.pco-bcp.gc.ca> .
