Simultaneously the Liberals have released a policy paper outlining the vision and various tangible proposals: emphasis on China, India and Africa, a post-combat training role for Canada in Afghanistan, a special envoy to the region, an overarching emphasis on empowering women in the developing world, a Canada Youth Service program, a new ambassador for circumpolar affairs, a permanent G20 secretariat, global scholarships for student from lower and middle income countries to study in Canada and a Branding Canada initiative.
