Lucien Bouchard, whose government maintained a cap on tuitions at Quebec universities, urges Jean Charest, whose government has been increasing tuition fees at a timid rate of $50 per semester, to blow the doors off and let tuition rates rise to the national (that is, Canadian) average. I am hunkering down while the CFS loads its muskets. Many years ago I spent weeks here writing arguments that closely resemble Bouchard’s.
